The Concert of Europe was signed on 19 April 1839, between the United Kingdom of the Netherlands and the Kingdom of Belgium. It was a direct sequel to the 1831 Treaty of Article XVIII, which the Netherlands refused to sign, and was the result of negotiations at the London Conference of 1838–1839.

If BAH rates drop in your area, you'll stay at the higher rate as long as you stay in the same geographic area.

BAH is designed to partially compensate military members for the cost of maintaining a home instead of living in military housing. Under the current formula, BAH is designed to cover 95% of rental costs for the size of the home tied to your pay grade and the average utility costs for that home.

Fees are calculated through a data- and math-intensive process. A contractor works with local housing offices to determine where people can reasonably live. These areas should be within reasonable driving distance and should be safe. They then combine rent information and use government data to calculate the cost of utilities.

Sometimes, the numbers generated by the data seem meaningless and appear to be much higher or much lower than the cost of living in the area. There are two different reasons why this happens. Sometimes, the market changes rapidly and the process for determining BAH rates does not keep up. Of course, geographic area can have very different housing costs. I'm sure mistakes happen sometimes. And remember that BAH rates are based on renting, not buying.

In digging, though, what I often find is that many families choose to live in a larger or different style of home than the one their BAH is based on. Heck, we have...almost always have.
