Most areas have big increases, but there are always some areas where prices drop. So there are some important things to know about it.

The important thing up front: Thanks to BAH rate protection, or the "grandfather clause," you'll lose almost no money. As long as you stay in the same place, your rate will decrease if you downgrade or change dependency status.

If BAH rates drop in your area, you'll stay at the higher rate as long as you stay in the same geographic area.

BAH is designed to partially compensate military members for the cost of maintaining a home instead of living in military housing. Under the current formula, BAH is designed to cover 95% of rental costs for the size of the home tied to your pay grade and the average utility costs for that home.

Fees are calculated through a data- and math-intensive process. A contractor works with local housing offices to determine where people can reasonably live. These areas should be within reasonable driving distance and should be safe. They then combine rent information and use government data to calculate the cost of utilities.

Sometimes, the numbers generated by the data seem meaningless and appear to be much higher or much lower than the cost of living in the area. There are two different reasons why this happens. Sometimes, the market changes rapidly and the process for determining BAH rates does not keep up. Of course, geographic area can have very different housing costs. I'm sure mistakes happen sometimes. And remember that BAH rates are based on renting, not buying.

In digging, though, what I often find is that many families choose to live in a larger or different style of home than the one their BAH is based on. Heck, we have...almost always have. We lived in the only house of the size and type for my husband's salary grade. And there is nothing wrong with that. The beauty of BAH is that you can choose your home. But that choice often accounts for the difference between the BAH rate and the actual cost of housing.

Members of the Guard and Reserves who are activated for less than 30 days receive BAH Type II, also known as non-locality BAH. This benefit is lower than the regular BAH rate for most positions.

Members activated for more than 30 days receive the same BAH rate as their active duty counterparts based on their home ZIP code and whether they have dependents.

BAH Type II is also provided to military members traveling from a location that does not have the BAH rate (such as PCS from a foreign location).

Service members who live on base but pay child support may be eligible for the BAH differential, also known as BAH-DIFF. According to the Defense Travel website:

"BAH-DIFF is authorized for BAH only to pay housing allowance and child support to a member assigned to single-type quarters. A member is not authorized to BAH-DIFF if the monthly child support rate is less than BAH-DIFF amount. Office of Defense Travel Management
